We assume your question is related to kids, who have not learned to swim yet.  Technically it may be possible, but we strongly advise against surfing if one cannot swim. Swimming

The basic restriction should be that your children know how to swim. If they can swim, they are good to go.

We suggest a good Surf School to learn surfing, AFTER they learn how to swim. They will love both skills!
